Integrated Business Plan (IBP)
The IBP outlines the direction of travel, Strategic Objectives and
Performance Goals for the next five years (2010/11 - 2014/15) for
West Midlands Ambulance Service. It describes how the Trust
will continue to become even more responsive to local people, more
efficient in the way resources are deployed and utilised, making
the most of medical and technological advances to deliver even
higher quality care in the most convenient and appropriate place
for our patients.

Initial Consultation Findings
West Midlands Ambulance Service NHS Trust has been working
towards becoming an NHS Foundation Trust (FT) for almost two
years. In 2010, the Government announced that all NHS Trusts
must become a foundation trust by 2013. Part of the process
of becoming an FT requires the aspirant Trust to complete a formal
consultation.
The Trust ran a 14 week consultation from Monday 1st November
2010 to Sunday 6th February 2011. During this period we
outlined what our plans are for the first few years as a Foundation
Trust. We also looked at our proposed governance
arrangements; the vision and values we have; and a realistic
appraisal of the benefits and risks of Foundation Trust status.

Tripartite Formal Agreement
This tripartite formal agreement (TFA) confirms the commitments
being made by the NHS Trust, their Strategic Health Authority (SHA)
and the Department of Health (DH) that will enable achievement of
NHS Foundation Trust (FT) status before April 2014.
